When President George W. Bush signed the NCLB bill into law as P.L. 107-110 on Jan. 8, 2002, our federal government equipped the Title 1 program, as a top priority, to improve the education of our youth. The objective is to help all students, nationwide, become effective and efficient learners and to help them become proficient in their state test scores.
